Lunarians

The first faction that fans are aware of being oppressed by the World Government is the Lunarians. This group was introduced formally to the fans in the Wano Country arc via a mysterious character known as King.
King is one of the three right-hand men of Kaido, known as the All-Stars. King’s introduction as a unique faction member was first hinted at by Big Mom. She explicitly mentioned her homeland, Totto Land, which includes all factions in the world except three. One of those is the Lunarian faction that King belongs to.
She hinted at giving King a chance to break away from her domain and become part of the world she is currently creating in Totto Land. Interestingly, King has always refused to accept this offer.
King and the Lunarians possess the ability to repel flames, which can be a significant advantage in battle, provided they manage to keep their flames under control. They may sacrifice this power to move quickly, and when the situation arises, the flames will extinguish. This is the only instance where they might be vulnerable.
Additionally, Lunarians can survive in almost any environmental condition, making them exceptionally resilient. The World Government even offered a bounty of 100 million belly to anyone who provides information, even if it is just a little, regarding the remaining members of this faction.
Three-Eyed Tribe

The Three-Eyed Tribe is another faction that has faced oppression from the World Government in One Piece. The only known member of the Three-Eyed Tribe is Pudding, the daughter of Big Mom.
The strength of the Three-Eyed Tribe is quite unique. It allows a person to hear the voices of inanimate objects, or in other words, they have the potential to decipher the secrets of the Poneglyphs at an unparalleled level. This ability is key to uncovering the mysteries of the World Government and is the reason why the World Government fears this faction.
This is why the Three-Eyed Tribe has had to go into hiding from the oppressive forces of the World Government, and they are almost entirely wiped out. However, Pudding is not the final member of this faction, as Big Mom still needs to negotiate with one of the surviving descendants of the Three-Eyed Tribe to produce Pudding in the not-so-distant future.
Buccaneers

The Buccaneers are connected to the Sun God Nika. This faction was only recently introduced in One Piece through Kuma and his family. Kuma is the last known member of the Buccaneers, and his father, Clap, also bears the Buccaneers’ bloodline. This faction has the lineage of the Celestial Dragons.
However, they are not entirely Celestial Dragons. They only possess the powers of a Celestial Dragon in a reduced form, and the strength of this group is not limited.
Saturn, a high-ranking official, once declared about this faction that “the kind of beings that should be exterminated due to the evil deeds they have committed in the past.” There is something distinctive about the Buccaneers that Oda has yet to explain. Their connection with Nika is so significant that the World Government has decided to eradicate them entirely.
