Vegapunk specifically mentions a person born at a critical moment, who could potentially extend the lineage of his kind, similar to the Sun God Nika from Elbaf. This person is named Joy Boy, who is known for his determination to traverse the seas and is the first person in recorded history to hold the title of “captain.”
This chapter also reveals that Doflamingo is eavesdropping on the information being shared. He tells Magellan that they should go to a higher ground. We also see Akainu’s reaction, as he is always cautious, and other higher-ups seem troubled upon hearing all these revelations. Imu himself is secretly listening to the news from Mary Geoise.

Joy Boy was first introduced in One Piece chapter 628, when Nico Robin discovers the Ryugu Poneglyph in Sea Forest. The name Joy Boy has been mentioned several times, but the full story of Joy Boy was only unveiled in chapter 1044.
Previously, in chapter 967, it was also revealed that Joy Boy had left behind a type of treasure- a legacy that we later refer to as the “One Piece.”
