So far, the Admirals in One Piece have typically emerged from the ranks of the Celestial Dragons. However, Gunko is suspected not to be a Celestial Dragon. Why is that?
1. Gunko Does Not Hold the Title of “Saint”

Killingham, Sommers, and Garling all hold the title of Saint, unlike other Celestial Dragons. Specifically, when Gunko was introduced in chapter 1137, her name did not include the title of Saint.
And it’s not just that; this is not the only distinctive feature of Gunko.
2. Gunko Was Not Introduced Alongside Her Title
For some reason, Shamrock was also not introduced with the title of Saint. However, he was introduced as the son of Saint Garling, clearly indicating he hails from the Figarland family.
Sommers, Killingham, and Garling each have their unique backgrounds, while Gunko lacks such a history. Thus, she not only does not hold the title of Saint but also has no notable lineage, suggesting that Gunko does not originate from a Celestial Dragon family.
3. Admirals Can Include Members Who Are Not Celestial Dragons
Without a title, and without the characteristics of a Celestial Dragon, Gunko does not give the impression of being one. However, the Admirals always seem to welcome those who are not Celestial Dragons into their ranks.
This was illustrated in chapter 1137, where the prince Loki of Elbaph received a request to join the Admirals from Shamrock and Gunko, but Loki declined.
The situation with Gunko appears similar. A character with the abilities has drawn the attention of the Admirals and, after that, was invited to join. Unlike Loki, Gunko accepted the offer.
Gunko has consumed the Aro Aro no Mi, a Paramecia-type Devil Fruit, which grants her the power to create and control various tentacles resembling those of an octopus. These tentacles can be detached, float, and be controlled from a distance.
The tentacles have various practical applications, aside from being able to ensnare enemies, they can also be used to shape structures, similar to how Gunko uses them to wear gloves and footwear that do not restrict her movements, enhancing her combat effectiveness.
