Looking at the image, all three characters do not bear the heroic expressions typically associated with them. However, upon examining the details, we notice the car bears the inscription “Satan City Police,” suggesting that, in this instance, they are part of the law enforcement.
It could also be mentioned that although these Saiyan characters appear to be enforcing justice, they still resemble the characters that Akira Toriyama has portrayed in his unique style.
