According to Boruto Two Blue Vortex chapter 9, Kurama is only confirmed to return in a miniaturized form without any further explanations. Therefore, there is currently no answer regarding how Himawari inherits Naruto’s chakra while Boruto does not.
Regarding Kurama, its return is indeed a shocking twist, as the death of the character added an important detail to the essence of these beasts. Kurama is a beast, created entirely from chakra. In Naruto, when the lifecycle of a beast is interrupted, it is also clearly stated that the beast cannot die. It is reborn after being annihilated.
However, there is an exception to this rule. A beast can only die if its source of life is cut off. This is precisely what happened to Kurama when Naruto entered the Baryon mode.
