The characters who possess the Rinnegan in Naruto are primarily formidable figures with significant power.

Like other dojutsu, the Rinnegan can be transferred to another person. In the case of Madara, he took his own Rinnegan and implanted it into Nagato, who was completely unaware of this act.
In the past, all the destruction caused by Nagato in Konoha and later, after Naruto’s persuasion, he used the Rinnegan’s Outer Path to revive those who fell during the attack. All these occurrences highlight the immense power of the Rinnegan.
