Boruto: Two Blue Vortex Chapter 22 has been released recently, and I must say this new chapter is quite intriguing. The audience finally witnessed Uzumaki Boruto in an intense battle against Jura, the strongest member of the Shinju clan. In doing so, Ikemoto has confirmed several engaging elements involving the character of Boruto.
Firstly, the audience has seen a clear limitation of Uzumaki Boruto as a shinobi. At the same time, the fans have a better understanding of Boruto’s potential and clearly recognize that he is significantly weaker than his father, Uzumaki Naruto, especially after the loss of Kurama.
Uzumaki Boruto’s Strength Limitations
Uzumaki Boruto is inherently powerful, and the audience has known this all along. He has trained with Sasuke for about a year and has continued to enhance his abilities with Kashin Koji. With Koji’s help, Boruto has learned many potent techniques and even developed his own version of the Flying Thunder God Technique.

In Boruto: Two Blue Vortex Chapter 22, Boruto fought against Jura, and the audience could clearly see that while he is powerful, he is still not at the level to contend with the elite members of the Shinju clan.
Ultimately, Boruto attempted to use the Rasegan Uzuhiko to combat Jura but failed. The failure of the Rasegan Uzuhiko has been a confirmation for the audience that Uzumaki Naruto, with his potent strength, is still far stronger than Boruto.
Naruto Remains Stronger than Boruto

If Boruto and Naruto were to be compared directly, it is clear that their strongest techniques are also a subject of consideration. Boruto’s most powerful technique, the Rasegan Uzuhiko, has no effect on Naruto. This fact was evidenced during the confrontation with Jura, who understood the essence of Uzuhiko and compared it to a Biju Bomb.
When Boruto poured all his strength into the Rasegan Uzuhiko, launching it at Jura, the aftermath showed that Boruto’s attack was futile: Jura remained unscathed. With a calm demeanor, Jura explained: “Uzuhiko operates on principles similar to our Biju Bomb, which is why it was ineffective against me.”

Similarly, Naruto could also potentially unleash Uzuhiko when Kurama was by his side, but even without Kurama, Naruto is one of the strongest users of Rasengan in the world.
