Below are 10 things we know about the Gorosei in One Piece:
1. One Gorosei Has a Revealed Name

The first Gorosei whose name has been revealed is Saint Jaygarcia Saturn. His name was disclosed in Chapter 1073.
2. They Are High-Level Celestial Dragons
At first glance, they may not seem similar, but the Gorosei are indeed part of the Tenryuubito, also known as Celestial Dragons. Notably, no Gorosei wears the distinctive clothing of the Tenryuubito, which features bubble-like designs on their heads.
As high-ranking Celestial Dragons, the Gorosei also have the authority to command the Marines if they are being attacked.
Members of the Gorosei, like Jaygarcia Saturn, hold the title “Saint” in their names, similar to Tenryuubito like Charlos or Rosward.
3. They Are the Supreme Ruling Class of the World Government Under Im
In the hierarchical structure of the One Piece world, the Gorosei are positioned as the highest authority in relation to the World Government and the Marine forces.
Even when Jaygarcia Saturn was introduced in Chapter 1073, his title was also “The Highest Authority in the World, the Celestial Dragon.”
The Gorosei also have the authority to manage Cipher Pol, a covert intelligence agency under the World Government. However, not many people know that behind the scenes, there is a figure named Im, who is the actual leader of the Gorosei and plays a significant role in governing the world.
4. Their Appearance Has Not Changed in 20 Years
Each time they appear, the Gorosei look just as they did in their previous appearances, regardless of the time period. Since their first appearance when the Ohara Library was destroyed 20 years ago during Robin’s backstory, the five elders’ facial features and appearances have remained unchanged to this day.
This raises many questions for fans, such as what exactly has happened with their current status? Why do the Gorosei look so unchanged?
5. They Consider the Nefertari Family as Their Subordinates

In One Piece, the Nefertari is one of the 20 royal families that established the World Government. Effectively, the Nefertari royal family can be seen as part of the Celestial Dragons. Only Princess Vivi, the sole descendant of this family, has remained in Alabasta, while the other 19 kings have moved to Mary Geoise.
On this basis, the Gorosei view the Nefertari family as their subordinates. However, to avoid conflict, the Gorosei do not openly express their emotions toward the world.
6. They Understand the Secrets of the Ancient Weapons
Although it is unclear how much the Gorosei know about the Ancient Weapons, they certainly understand that something significant will happen if the secrets of these weapons are revealed. This was evident when they ordered the Marine forces to destroy Ohara, as the scholars there had learned too much.
In fact, one Gorosei even instructed Spandine to eliminate certain scholars in Ohara, as this individual was about to reveal the true name of the “World Nobles.”
7. They Have the Authority to Activate the Buster Call
As the Gorosei, they have the authority to activate the Buster Call on any island they deem necessary. This power was notably used when the Gorosei ordered the eradication of Ohara.
Not only that, the Gorosei can also transfer the right to use the Buster Call to another person, as they deem fit.
8. They Have Military Combat Experience
Although the Gorosei have not been depicted in combat, their physical qualities suggest that they are likely experienced in battle. For example, one Gorosei appears to have a long scar across his chest, while another, Jaygarcia Saturn, has a scar on his face. There is also a Gorosei who wields a sword, such as Sandai Kitetsu.
Additionally, the physique of the Celestial Dragons appears quite robust, indicating that they have undergone extensive training until this present day.
9. The Significance of the “Will of D.”
If the Gorosei are aware of the secrets of the Ancient Weapons, they would not be surprised if they also understand what the “Will of D.” entails. One of the Gorosei has remarked that the “Will of D.” always signifies a threat to the world, suggesting they are aware of its implications related to the survival of the “D.” individuals.
10. They Are Willing to Spend Time Discussing with Shanks – a Notorious Name
In the past, Shanks visited Mary Geoise and met with the Gorosei to discuss a certain pirate crew. The Gorosei took the time to converse with Shanks simply because he requested a discussion. This indicates that the Gorosei view Shanks as a significant figure, to the extent that they are willing to engage in dialogue with him.
As a notorious name in the pirate world, Shanks’ presence at Mary Geoise during the Levely must have been quite an event. Is it possible that the Gorosei wanted to talk to Shanks solely because he is the Pirate King, or is there another reason?
In One Piece Film: Red, the Gorosei seem to have suspicions regarding Uta being part of the Figarland family. There is speculation that the Gorosei are concerned about this because Shanks is known to be Uta’s father. (Although it was later clarified that Uta is actually Shanks’ adopted daughter.)
