The character Coriolanus Snow from the “Hunger Games” series is a true monster. He is ready to do anything, no matter how cruel, to maintain his power. The turning point comes during the civil war in Panem, where Snow sacrifices all the children in District 12 to serve as a stepping stone for himself. His downfall was inevitable, and Snow had to face a gruesome death.
2. Funny Valentine
In the “Steel Ball Run” arc of the manga “Jojo’s Bizarre Adventure”, we are introduced to the 23rd president of the United States, ironically named Funny Valentine. He possesses immense power derived from a mysterious object known as Corpse’s Heart and transforms into a stout old man with a massive body and a flag of the United States tattooed on his back. Valentine is haunted by the love of his country, willing to go to extreme lengths to eliminate all remaining countries. Eventually, he meets his end after a battle with Gyro Zeppeli and Johnny Joestar.
3. Philip Nolan Voigt
In Marvel’s “The New Universe”, the superhero Philip Nolan Voigt is empowered to duplicate the abilities of anyone he meets at the highest limits of their potential. With his extraordinary abilities, he successfully wins the presidential election and governs the United States. However, Star Brand eventually loses its power, and for some reason, Voigt is unable to maintain control of the universe.
4. Morgan Clark
Significant events in “Babylon 5” mostly occur outside the Earth, but one event that does take place on Earth is when Morgan Clark becomes president in 2259. He ultimately executes a campaign to eradicate all alien beings on Earth, leading to the Second Civil War. When the benevolent side triumphs, he attempts to destroy Earth through his own military force.

Both characters in “Transmetropolitan” are notorious, albeit in different ways. While Beast is a notorious name, ironically, Gary Callahan is a truly evil character. He uses his power to manipulate the lives of ordinary citizens. The most heinous act of the notorious character “The Smiler” is to orchestrate the murder of the citizens for personal gain. Ultimately, he faces a significant reckoning after being exposed by journalist Spider Jerusalem.

In the final act of “G.I. Joe: Rise of Cobra”, Zartan uses nano-technology to alter his appearance and impersonate the president. In the sequel, he even hangs the Cobra banner over the White House and attempts to manipulate the entire world into submission under his control.
